Eight percent of North Texans are out of work, but a Democratic gubernatorial candidate says he has a plan to change that.
Farouk Shami outlined his economic plan during an appearance in Dallas Tuesday morning. The Houston hair care mogul says he will use state funds to create 150,000 new jobs.

Saginaw city leaders are expected to take their first step toward possibly bringing a solar modular production plant to the area.
The City Council plans to vote Monday on whether to approve a redevelopment plan that would earn GlobalWatt, a San Jose, Calif.-based solar industry company, millions of dollars in state tax credits if they located their business to Mid-Michigan.
GlobalWatt has narrowed the site of its $177 million investment to Saginaw and an undisclosed Texas community.Read Full Article

Want to know where to apply for the green jobs that climate change legislation might create? Environmental Defense Fund has a map.
The advocacy group created a U.S. map of companies that would likely grow if Congress regulates the amount of greenhouse gases the nation may emit. The growth companies are those that make or install products to help cut energy use or to generate energy without emitting the gases thought to contribute to climate change.
So, for example, the Dallas portion of the map includes Texas Instruments Inc., which makes solar power inverters and something called a multi strong LED driver, Broadstar Wind Systems, which makes windmill for rooftops, and Atrium Windows and Doors, which makes Energy Star windows.Read Full Article

Kathleen Hartnett White of the Texas Public Policy Foundation reports those jobs are arriving—but they’re temporary, expensive and won’t deliver on the Obama administration’s promises.
“Your tax dollars from the $787 billion American Recovery and Reinvestment Act (ARRA) have begun to flow freely to ‘renewable energy facilities’ in Texas,” Ms. White says. “The stimulus bill tagged at least $110 billion for ‘clean’ energy projects. The Penescal Wind Farm in Sarita (near Corpus Christi) recently received a $114 million stimulus grant. Penescal Developers will use the money to double the size of the facility.”
A closer look shows the stimulus money will simply serve to prop up an industry that’s full of hot air.Read Full Article

American YouthWorks unveiled its new Green Jobs Training Center on Monday.
The South Austin facility, which houses a charter school for at-risk youth, has already gone through an energy efficiency retrofit paid for by a $1.2 million grant from the U.S. Department of Commerce. U.S. Rep. Lloyd Doggett, D-Austin, who helped secure the money, was the keynote speaker at a ribbon-cutting.
The money paid for the installation of an energy efficient HVAC system and new ducts. Solar panels top the facility. The Austin affiliate of the Building Owners and Managers Association and Austin Association of Facility Maintenance Engineers also contributed time and expertise to the project, which is located at 1901 E. Greater Houston will be one of many metropolitan areas in 48 states hosting a self-guided, open-house tour of public and private solar-power facilities on Oct. 3 when the 6th Annual Houston Solar Tour kicks off.
Discovery Green, which hosts a pre-tour social from 9 a.m. to 11 a.m., is one of several well-known tour stops, alongside its neighbor, the George R. Brown Convention Center, the Girl Scouts of San Jacinto Headquarters, the City of Houston Code Enforcement Building and Green Bank on Memorial Drive. There’s even an animal farm and permaculture center north of Sealy on the tour, which incorporates several Houston neighborhoods as well as Bellaire, West University, The Woodlands and Spring.
There are 20 home and business stops on Houston’s tour, which is held in conjunction with National Energy Awareness Month.Read Full Article

Like communities from Michigan to Massachusetts to California, Austin, Texas, is retooling for a green economy, and the money to do it is rolling in.

Greenbacks are rolling into Central Texas to create green jobs, but there are many unknowns when it comes to creating green workforce programs and estimating the number of workers that will be needed to fill those positions.
In hopes of resolving such unknowns, the Texas Foundation for Innovative Communities, which is taking a lead in creating a green workforce development plan, has tapped green energy-focused consulting firm Good Company Associates to study the area’s green workforce needs.
